No Poverty

1.2 Proportion of students receiving financial aid to attend university because of poverty

1.2.1 Indicator: Low-income students receiving financial aid

Bukhara State University (BSU) is committed to improving access to higher education by reducing financial barriers for students from low-income and socially disadvantaged backgrounds. The university facilitates a range of financial support mechanisms, including educational grants, tuition fee subsidies, subsidised accommodation, educational loans, and funded professional development opportunities.

Financial Assistance Coverage in 2025

In 2025, Bukhara State University recorded a total full-time equivalent (FTE) student population of 20,516, of whom 6,348 distinct low-income students received qualifying financial assistance. This represents 30.94% of the university's total FTE student population.

Financial assistance was distributed across three principal categories:

  • Educational grants: 710 low-income students received grants supporting their higher education.
  • Tuition fee subsidies: 312 low-income students received tuition fee assistance, including support through the Youth Union of Uzbekistan's 35% tuition fee payment scheme.
  • Accommodation and other assistance: 5,326 low-income students received subsidised or free accommodation or other qualifying financial support.

Educational Grants and Tuition Fee Assistance

During the 2025/2026 academic year, BSU provided opportunities for students studying on a tuition fee-paying basis to obtain full or partial educational grants in recognition of their academic achievement and social engagement.

In addition, the university facilitated access to financial assistance through the Youth Union of Uzbekistan. Eligible students admitted after completing compulsory military service and obtaining a military command recommendation could apply for support covering 35% of their tuition fees.

BSU organised information sessions and communicated application procedures, eligibility requirements, and documentation deadlines to ensure that students were informed about the available support.

Accommodation Support for Low-Income and Vulnerable Students

Affordable accommodation forms an important component of the university's student support arrangements.

BSU provides information on accommodation applications through the national public services portal and communicates priority admission provisions for socially vulnerable groups, including orphans, students without parental care, students from families registered in social protection programmes, students with disabilities, and students from families with multiple children enrolled in higher education.

Additional Financial Opportunities

The university also informs students about educational loans offered by Asakabank and assists with document preparation to qualify. The university also supports women with arrangements under which qualifying educational loan interest is covered by a designated fund.

1.3.1: Bottom Financial Quintile Admission Target

Bukhara State University (BSU) is committed to promoting equitable access to higher education for students from economically disadvantaged and socially vulnerable backgrounds. In alignment with national policies on poverty reduction and social inclusion, the university implements targeted admission measures to support applicants from low-income and underrepresented groups, particularly orphans and women requiring social protection.

Targeted Admission for Orphans and Students Without Parental Care

In accordance with the Presidential Decree of the Republic of Uzbekistan dated 22 April 2019, “On Further Measures to Strengthen Guarantees of Children's Rights,” Bukhara State University provides targeted admission opportunities for applicants who have been raised in orphanages or lack parental care. These measures aim to eliminate financial barriers to higher education and ensure that vulnerable young people have equal opportunities for academic and professional development.

In 2025, the university admitted 5 students from orphanages, providing them with fully funded scholarships covering the entire four-year duration of their bachelor's degree programmes. This initiative demonstrates the university's commitment to supporting disadvantaged students and improving their long-term socioeconomic prospects.

Targeted Admission for Women Requiring Social Protection

Bukhara State University also implements targeted admission measures for women from socially vulnerable and economically disadvantaged backgrounds, in accordance with the Presidential Decree dated 5 March 2021, “On Measures to Further Improve the System for Supporting Women and Ensuring Their Active Participation in Public Life.”

Through this initiative, eligible female applicants receive opportunities to pursue undergraduate education with full government funding, reducing financial obstacles and promoting gender equality in access to higher education.

In 2025, 43 female students requiring social protection were admitted to fully funded undergraduate programmes at Bukhara State University. This targeted support contributes to women's educational attainment, economic empowerment and long-term financial independence.

Targeted Admission and Free Preparatory Courses for Students from Low-Income Families

Bukhara State University (BSU) is committed to expanding access to higher education for students from economically disadvantaged backgrounds, particularly those belonging to low-income and socially vulnerable households. As part of its efforts to reduce educational inequalities and promote social mobility, the university implements targeted outreach and free preparatory education programmes designed to support prospective students who face financial barriers to university admission.

In accordance with Order No. 18 of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan, dated 17 January 2025, entitled “On the Organisation of Preparatory Courses for University Applicants, Including Final-Year School Students from Poor and Low-Income Families,” Bukhara State University established free preparatory courses for prospective applicants, with particular emphasis on school leavers from financially disadvantaged households.

These courses aim to improve university admission prospects by providing free academic preparation in key entrance examination subjects, including mathematics, physics, English and Russian. By eliminating the financial burden of private tutoring, the initiative helps students from low-income families strengthen their academic knowledge, develop essential competencies and compete more effectively for places in higher education.

The university also conducts individual outreach and guidance activities to identify eligible students, assess their educational interests and direct them towards appropriate preparatory programmes. For example, a final-year student from Secondary School No. 16 in Bukhara, who expressed an interest in computer graphics, was referred to free mathematics and physics preparatory courses following a consultation involving the student and a parent. Similarly, a prospective applicant from Secondary School No. 21 was directed towards preparatory courses in mathematics, English and Russian to support university entrance preparation.

In addition to these student-focused activities, the university incorporates the inclusion of applicants from low-income households into its institutional planning and management processes. During an extended university leadership meeting attended by vice-rectors, faculty deans, heads of departments and administrative representatives, particular attention was given to organising preparatory courses and actively engaging students from financially disadvantaged families.

These measures demonstrate that widening access to higher education is supported through both practical educational interventions and university-level administrative coordination.

Additional Social Support for Economically Disadvantaged Families

Beyond its targeted admission preparation initiatives, Bukhara State University undertakes complementary activities to support financially vulnerable members of its academic community.

In collaboration with the University Trade Union Committee, BSU organised a community support event marking the 34th anniversary of Uzbekistan's independence in 2025. The event brought together 50 low-income trade union members and their children, with school supply packages distributed to children preparing for the new academic year. This initiative helped reduce education-related expenses for financially disadvantaged university employees and their families.

The university also facilitated access to public social protection services through cooperation with the Bukhara City Public Services Centre. Services made available on campus included assistance with applications for child benefits, financial support for low-income households, disability-related services and educational expense reimbursements. These activities contributed to improving access to social assistance among students, employees and their families.

1.3.2 Bottom financial quintile student success

Bukhara State University (BSU) is committed to ensuring that students from the bottom 20% of household income groups not only gain access to higher education but also receive the financial, academic and personal development support necessary to complete their studies successfully. In accordance with the university's Student Support Policy, BSU has established a target of achieving a 100% graduation rate among students from the bottom financial quintile, reflecting its commitment to educational equity, student retention and poverty reduction.

In 2025, 12 bachelor and 5 master students from the bottom financial quintile succesfully graduated from Bukhara State University, showing 100% completion rate among students from this group. Similarly, 100% retention rate was reached by 11 and 6 students from the bottom financial quintile students who succesfully advanced to the next academic year. In 2025, The university admitted 48 students from the bottom financial quintile through its targeted admission policy. To eliminate financial barriers that could otherwise lead to academic withdrawal, the university guarantees fully funded education for these students throughout the entire four-year duration of their bachelor's degree programmes. This commitment is complemented by scholarships, supplementary academic training, professional development courses, practical learning opportunities and extracurricular activities designed to enhance student engagement, academic performance and employability.

Financial Support and Educational Continuity

Financial security is a fundamental component of the university's approach to supporting students from economically disadvantaged backgrounds. By covering tuition fees throughout their undergraduate studies and providing additional scholarship opportunities, BSU aims to minimise the financial pressures that may negatively affect academic progress.

These measures allow students from the bottom financial quintile to concentrate on their studies, participate in university activities and pursue professional development without the additional burden of tuition costs. The university's long-term financial commitment is intended to reduce the risk of dropout and support students' progression towards successful graduation.

Supplementary English Language Training and Academic Development

Recognising that language proficiency plays an important role in academic achievement and future employment, the university's Employment and Career Centre introduced additional English language courses beginning on 3 November 2025.

The programme is open to undergraduate students across all years and academic disciplines, including students from economically disadvantaged households. It aims to strengthen English language proficiency and support preparation for internationally recognised IELTS and CEFR examinations.

Courses are delivered by qualified instructors holding advanced international language qualifications at C1 and C2 levels. Students can participate in three learning groups: Beginner, Intermediate and Speaking Club, allowing them to develop their language skills according to their existing proficiency.

By providing opportunities for additional language development, the university helps students from the bottom financial quintile strengthen essential academic competencies, improve access to international educational resources and enhance their prospects for employment after graduation. Such opportunities form part of the university's broader strategy to support academic progression and successful degree completion.

Digital Skills Development and Professional Training Opportunities

Bukhara State University also promotes student success through access to advanced technical training and professional development initiatives.

During the 2025–2026 academic year, students completing their second year were invited to apply for the “Mirzo Ulugbek's Successors” Data Science Junior Programme, an initiative designed to develop digital literacy, analytical thinking and practical technological skills.

Selected participants are offered the opportunity to undertake specialised training in Tashkent for one academic year. The programme provides substantial educational and financial support, including a monthly allowance of UZS 1,500,000, meals, laptops, internet access, textbooks and instruction from experienced industry professionals.

The curriculum includes Python, R, SQL, Power BI, machine learning, artificial intelligence fundamentals and the application of information technology to real-world problems and startup development.

For eligible students from the bottom financial quintile, participation in such programmes can reduce the financial barriers associated with specialised training while developing valuable professional competencies. These opportunities can contribute to student motivation, academic engagement and employability, thereby supporting the university's objective of improving student retention and graduation outcomes.

Extracurricular Engagement and Personal Development

Beyond academic and professional training, Bukhara State University recognises the importance of students' social integration, personal development and active participation in university life.

The university regularly organises educational and extracurricular activities under the “Future Hour” (Kelajak soati) initiative, including the “Enlightenment Lesson” (Ma'rifat darsi) series. These activities are designed to strengthen students' civic awareness, critical thinking, social responsibility and understanding of national and international developments.

One session, entitled “Uzbekistan and the World,” explored globalisation, international cooperation, national development priorities and the role of young people in society.

By making these educational activities part of the wider student experience, the university encourages students from diverse socioeconomic backgrounds to participate in campus life, develop confidence and strengthen their sense of belonging. Inclusive extracurricular engagement can help students from financially disadvantaged households maintain motivation and remain connected to their academic community, supporting their continued progression towards graduation.

Practical Learning and Career Readiness

The university further supports successful degree completion through practical training opportunities that connect classroom learning with professional experience.

For example, fourth-year students from the Faculty of Natural Sciences and Agrobiotechnologies participated in field-based practical training at Ko'chatchilik LLC in Romitan District. Organised by academic staff from the Department of Agronomy and Soil Science, the training provided students with hands-on experience related to melon cultivation and subtropical plants.

Such activities enable students to apply theoretical knowledge in professional settings, strengthen practical competencies and develop a clearer understanding of potential career pathways.

Access to applied learning opportunities is particularly valuable for students from economically disadvantaged backgrounds, as it can help them develop employment-related skills and prepare for the transition from university to the labour market. By integrating practical training into undergraduate education, BSU contributes to improved academic engagement, professional readiness and successful programme completion.

1.3.3 Low-income student support

Psychological Counselling and Individual Student Support

Bukhara State University places particular emphasis on students' psychological well-being, emotional resilience and access to individual counselling services. These measures are especially important for students from low-income households, who may experience additional stress related to financial insecurity, accommodation difficulties and academic responsibilities.

The university's Women's Advisory Council organises regular open dialogue sessions under the initiative “I Have Something to Tell You” (Sizga aytar gapim bor). The programme provides female students with opportunities to communicate directly with university representatives, tutors, psychologists and relevant specialists about their personal, academic and social concerns.

On 9 December, an open dialogue was organised for female students of the Faculty of Economics and Tourism. Participants discussed academic difficulties, psychological well-being, accommodation conditions, personal safety and opportunities for meaningful extracurricular engagement. University representatives provided guidance and addressed certain concerns during the meeting, while identifying other matters requiring further attention.

A subsequent session was held on 10 December at the Faculty of History and Law, where psychologists and university officials examined students' concerns relating to academic challenges, living arrangements, emotional well-being and personal security.

The initiative was planned to continue across all university faculties until 19 December, demonstrating a coordinated institutional approach to identifying student needs and providing timely assistance.

These consultations are particularly relevant to economically disadvantaged students, as they provide accessible channels through which students can raise concerns that might otherwise affect their academic participation, well-being or continued enrolment.

Accommodation Monitoring and Improvement of Student Living Conditions

Recognising that adequate and secure accommodation is essential for academic success, Bukhara State University systematically monitors living conditions in university dormitories and privately rented accommodation.

Under the leadership of First Vice-Rector for Youth Affairs and Spiritual-Educational Work Akmal Nazarov, university representatives held a coordination meeting to assess students' accommodation conditions and establish measures for improving residential safety, welfare and everyday living arrangements.

Following the meeting, faculty administrators, tutors and designated university staff began conducting on-site assessments of student dormitories and rented accommodation. These visits focus on identifying difficulties related to housing quality, safety, sanitation and social welfare, allowing the university to respond to students' needs more effectively.

For students from low-income households, who may have limited financial resources to secure suitable accommodation independently, such monitoring activities can play an important role in preventing housing-related difficulties from disrupting their education.

The university's accommodation support approach therefore contributes to creating a more stable residential environment, reducing student vulnerability and supporting continued academic participation.

Student Welfare, Food Support and Community Engagement

Bukhara State University also implements student welfare initiatives aimed at strengthening social inclusion, community relationships and a sense of belonging among students living in university accommodation.

Under the leadership of Rector Professor Obidjon Khamidov, university administrators and academic staff organised a communal meal event in student dormitories. As part of the initiative, traditional Uzbek plov was prepared and distributed to resident students through the cooperation of faculty administrations.

Beyond providing a meal, the event created an opportunity for students to interact with peers, engage with university representatives and participate in a supportive campus community.

Such activities can be particularly meaningful for students from financially disadvantaged households, as they offer additional opportunities for social participation and occasional in-kind assistance.

By fostering positive relationships between students and university staff, BSU seeks to reduce social isolation, strengthen student engagement and create an inclusive residential environment that supports academic continuity.

Mental Health Awareness and Stress Management

In addition to individual counselling and open dialogue initiatives, Bukhara State University provides educational activities focused on mental health awareness, stress management and psychological resilience.

A psychological discussion entitled “Ways to Overcome Fear and Anxiety” was organised for female students residing in Dormitory Building No. 3.

The session was conducted by Nozira Musinova, a psychologist from the university's Department for Supporting the Spiritual Development of Youth, together with Associate Professor Erkin Eshov from the Department of Psychology.

During the session, students explored the causes of fear and anxiety, practical approaches to stress management and strategies for maintaining emotional stability.

These activities help students develop coping mechanisms for personal and academic challenges. For students experiencing financial hardship, accessible psychological support can be particularly valuable in reducing emotional pressures that may interfere with concentration, academic performance and university participation.

Through these programmes, BSU aims to strengthen students' emotional resilience and reduce the risk of disengagement associated with psychological difficulties.

Inclusive Accommodation and Support for Students with Additional Needs

Bukhara State University is committed to ensuring that students with disabilities and other additional support needs have equitable access to educational opportunities, appropriate accommodation and university services.

As part of an institutional assessment of student welfare facilities, Baxtiyor Adilov, Deputy Governor of Bukhara Region responsible for youth policy and social development, and Rector Professor Obidjon Khamidov visited university dormitories No. 1–6 and the newly constructed Dormitory No. 9, developed through a public-private partnership.

The inspection covered residential conditions, study and recreation areas, sports facilities, social infrastructure and accessibility arrangements.

During the visit, university representatives also met with a student with a disability to discuss educational participation, additional learning assistance, foreign language development, adapted teaching arrangements, rehabilitation and social integration.

The university continues to develop inclusive educational infrastructure, psychological and pedagogical assistance, and adapted learning resources to improve accessibility for students with disabilities.

These measures are particularly important for students who experience overlapping forms of disadvantage, including financial hardship and disability. By addressing accessibility and individual support requirements, BSU aims to reduce barriers to educational participation and promote equal opportunities for academic achievement.

1.3.4 Bottom financial quintile student support

Educational and Professional Development Opportunities for Economically Disadvantaged Students

Bukhara State University (BSU) promotes a range of supplementary educational and professional development opportunities intended to strengthen students' academic capabilities, digital competencies, research skills and future employability. These opportunities complement the university's financial assistance and student welfare arrangements and may benefit students from economically disadvantaged backgrounds.

Access to Free International Training in Data Science and Artificial Intelligence In 2025, Bukhara State University publicised applications for the GCI World Programme, an international educational initiative organised in cooperation with Japan.

The three-month online programme, scheduled to commence on 8 April 2025, offers free training in Data Science, Artificial Intelligence and the application of AI in marketing. Participants can acquire foundational knowledge, work on practical projects and real-world case studies, and obtain certificates upon successful completion.

The programme is delivered online without participation fees, removing course-related costs and geographical barriers for eligible students. High-performing participants may also have opportunities to visit Japan.

By communicating access to this programme, BSU helps students discover additional learning opportunities without the financial burden of course fees.

Development of Digital Competencies and Employment Readiness

The university also encourages graduating students to participate in online Artificial Intelligence training under Uzbekistan's Five Million AI Leaders initiative.

Students are invited to register through the aileaders.uz and omp.aistudy.uz platforms and complete designated courses to obtain certificates.

The initiative aims to strengthen digital literacy, develop AI-related knowledge and improve graduates' competitiveness in the labour market.

These opportunities may be particularly valuable to graduating students from the bottom financial quintile who have limited access to additional professional training resources.

Academic Integrity and Research Ethics

BSU conducts educational sessions to familiarise students, including those from low-income families, with its Academic Integrity and Research Ethics Code.

Relevant activities were organised for part-time students at the Soktare campus and first-year master's students at the Faculty of Foreign Languages.

These sessions addressed academic honesty, plagiarism prevention, responsible research practices, intellectual property rights and the ethical presentation of research findings.

1.3.5 Low or lower-middle income countries student support

Bukhara State University (BSU) is committed to providing an inclusive and supportive educational environment for international students, particularly those originating from low- and lower-middle-income countries. Through its Student Support Office, Academic Affairs Department and International Relations Office, the university provides continuous assistance to international students, helping them overcome financial, legal and social challenges throughout their studies.

In 2025, five international students from lower-middle-income countries were enrolled at Bukhara State University, including three students from Tajikistan, one from India and one from Pakistan. These students had access to university support services designed to facilitate their academic participation, reduce living expenses and promote their successful integration into the local community.

Free Legal Consultation and Advisory Services

Bukhara State University provides free legal consultation services to international students through its student support structures. These services help foreign students understand their rights and responsibilities under Uzbekistan's legislation and navigate legal matters associated with studying and living abroad.

Legal assistance covers a range of issues, including:

Employment rights and labour regulations;

Marriage and family legislation;

Housing and tenancy arrangements;

Traffic regulations;

Business registration and entrepreneurship;

Taxation and insurance.

International students can access these services on working days by visiting the relevant university office or submitting enquiries by telephone or email.

By providing legal advice without additional fees, BSU reduces the financial burden associated with obtaining professional legal assistance. These services also help international students avoid unintended legal violations, resolve administrative difficulties and make informed decisions concerning their employment, accommodation and personal affairs.

Assistance with Affordable Accommodation

Access to affordable and secure housing is another important component of BSU's support for international students from lower-middle-income countries.

The university's International Relations Office maintains communication with local real estate agencies to collect up-to-date information about reasonably priced apartments and houses near university facilities.

International students receive guidance on identifying suitable accommodation, comparing available housing options and arranging tenancy agreements. The office also provides ongoing coordination and assistance with accommodation-related matters.

According to university records, the five students from lower-middle-income countries enrolled in 2025 did not experience unresolved accommodation difficulties, supported by the university's continuous housing assistance and tenancy coordination.

These arrangements help students manage their living expenses while maintaining access to appropriate accommodation during their studies.

Part-Time Employment Opportunities and Financial Independence

Bukhara State University also supports international students by facilitating access to information about part-time employment opportunities.

The Student Support Office regularly collects information about available vacancies and distributes relevant announcements by email to subscribed international students.

Particular attention is given to opportunities in the hospitality and tourism sectors, where foreign language proficiency is often an advantage and flexible working schedules may enable students to combine employment with their academic responsibilities.

Through these services, students can identify potential sources of supplementary income, gain practical professional experience and develop communication skills in a multicultural working environment.

International students who have undertaken part-time employment have reported that earning additional income helped them meet living expenses and integrate more quickly into the local community.

By improving access to employment information, the university supports students' financial independence while helping them develop skills relevant to their future careers.

Continuous Institutional Support and Student Integration

The university's approach to supporting international students extends beyond individual services. Its Student Support Office, Academic Affairs Department and International Relations Office work together to address academic, administrative, legal and social concerns throughout students' enrolment.

This coordinated support system enables international students to obtain guidance on accommodation, employment and legal matters without having to rely exclusively on external commercial services.

The continuous availability of these services is particularly important for students from lower-middle-income countries who may face financial constraints or additional challenges when adapting to a new educational and social environment.

1.4.1 Local start-up assistance

Local Start-up Assistance Supporting Socially Sustainable Entrepreneurship Through Training, Mentoring and Business Development

Bukhara State University (BSU) actively supports the establishment and development of socially sustainable businesses within the local community through entrepreneurship education, mentoring programmes, practical workshops, business incubation and collaboration with industry partners. The university seeks to make entrepreneurship more accessible to young people, aspiring entrepreneurs and individuals with limited business experience or financial resources.

These initiatives aim to strengthen entrepreneurial competencies, promote self-employment, encourage local job creation and support innovative business solutions addressing social and economic challenges. By connecting university expertise with regional businesses, government institutions and innovation organisations, BSU helps prospective entrepreneurs transform their ideas into viable and socially beneficial enterprises.

Entrepreneurship Training and Practical Workshops

In 2025, Bukhara State University organised a specialised seminar entitled “Start-up Pitching and Investment Readiness” as part of its programme on transforming start-up ideas into prototypes and testing their feasibility.

The seminar was delivered by Nigora Davronova, a specialist from the university's Department for the Commercialisation of Scientific and Innovative Developments, in cooperation with regional representatives of Start-up Garage.

Participants received practical training in developing business proposals, preparing investor presentations, applying to venture capital funds and participating in innovation competitions. The interactive sessions also enabled aspiring entrepreneurs to present their projects and receive feedback from experts.

These workshops help prospective business founders develop essential entrepreneurial skills without relying exclusively on expensive external consultancy services. By promoting efficient resource management, market validation and investment readiness, the university supports the creation of financially viable businesses capable of generating employment and contributing to local economic development.

Mentoring and Collaboration with Local Entrepreneurs

Bukhara State University collaborates with regional government agencies and private-sector organisations to provide practical mentoring and professional guidance for emerging entrepreneurs.

One example is the “Future Start-ups: From Idea to Success” initiative, jointly organised by BSU, the Bukhara Regional Customs Administration and partner organisations.

The programme brings together young entrepreneurs, start-up founders, established businesses, investors and academic specialists to exchange knowledge and explore opportunities for collaboration.

Partner organisations include G'ijduvon Mashhurasi LLC, Petrochem Bukhara LLC, Arjumandbonu Chorvasi Farm, Merganteks LLC and the Bukhara Regional Department of Higher Education, Science and Innovation.

Participants benefit from mentoring discussions, successful business case studies, practical entrepreneurship advice and networking opportunities.

These activities encourage socially sustainable entrepreneurship by connecting emerging businesses with experienced professionals, supporting local economic participation and helping young entrepreneurs develop business models that can create long-term employment opportunities.

Business Incubation and Entrepreneurial Skills Development

Bukhara State University also participates in regional business incubation programmes that support aspiring entrepreneurs in transforming innovative ideas into practical business ventures.

From 1 April to 5 May 2025, the university collaborated with IT Park's Bukhara regional branch and other educational institutions in implementing the Bukhara 1 Month Incubation Program.

The programme attracted approximately 50 applications, of which 21 teams were selected for incubation. Following the training and project development stages, 11 teams progressed to the final Demo Day.

Participants received training in entrepreneurship fundamentals, Customer Development, HADI experimentation cycles, minimum viable product development, business presentation preparation and investor pitching.

The programme also included masterclasses and practical seminars delivered in cooperation with business development specialists and partner institutions.

By introducing participants to cost-effective business development methods, the incubation programme helps aspiring entrepreneurs test ideas, assess market demand and reduce the financial risks associated with establishing new businesses.

This approach contributes to socially sustainable entrepreneurship by promoting responsible resource use, strengthening business survival prospects and supporting opportunities for self-employment and job creation.

Entrepreneurship Outreach and Community Engagement

Bukhara State University extends its entrepreneurship support activities beyond the university campus through educational outreach and collaboration with local institutions.

At Technical College No. 2 in Vobkent District, Professor Dilshod Yavmutov, Doctor of Economic Sciences and Head of the university's Master's Department, participated in an open dialogue with graduating students.

The meeting addressed youth employment, modern labour market requirements, digital job-search opportunities and government-supported entrepreneurship initiatives.

Particular attention was given to start-up development opportunities and the practical skills required to establish a business.

Such activities help local young people gain a better understanding of entrepreneurship, available support mechanisms and potential pathways towards employment or self-employment.

Supporting Community-Oriented Start-up Projects

Bukhara State University also encourages innovative entrepreneurship that addresses social challenges and improves community well-being.

One example is Mealtime, a start-up project developed by a final-year student from the Faculty of Natural Sciences and Agrobiotechnologies.

The project aims to promote healthier eating among office workers and public-sector employees through balanced meals, healthier desserts, fruit and vegetable beverages, calorie monitoring and specialised dietary options.

The university supported the project's market research by promoting a community survey to collect feedback from potential users.

Another example is Shaffoflik Portali, an anonymous feedback platform developed by a university master's student and selected through an anti-corruption start-up competition.

The platform allows users to provide anonymous feedback on institutional service quality, fairness, integrity and accountability.

These initiatives demonstrate how entrepreneurship can contribute to social sustainability by addressing public health needs, strengthening transparency and developing practical solutions to community challenges.

1.4.2 Local start-up financial assistance

Facilitating Access to Investment, Funding Opportunities and Financial Support for Local Entrepreneurs

Bukhara State University supports the financial development of local start-ups by facilitating access to investors, venture capital opportunities, entrepreneurship competitions, incubation programmes and government-backed innovation support mechanisms.

Recognising that limited access to start-up capital is a major barrier for aspiring entrepreneurs, the university works with regional businesses, investment organisations and government institutions to help emerging enterprises identify funding opportunities and strengthen their financial readiness.

These initiatives particularly benefit early-stage entrepreneurs who may lack sufficient financial resources, established business networks or experience in securing external investment. By helping start-ups access financial support mechanisms, BSU contributes to the development of socially sustainable businesses capable of generating employment, improving community well-being and supporting long-term economic growth.

Investment Readiness and Access to Venture Capital

Bukhara State University provides specialised training designed to improve entrepreneurs' ability to attract investment and obtain financial support for their projects.

In 2025, the university's Department for the Commercialisation of Scientific and Innovative Developments organised the “Start-up Pitching and Investment Readiness” seminar in collaboration with Start-up Garage representatives.

Participants received guidance on preparing investment proposals, presenting business models to potential investors and applying to venture capital funds and start-up competitions.

The programme included practical masterclasses on investor pitching, allowing participants to present their projects and receive feedback on their commercial potential.

By strengthening entrepreneurs' investment readiness, the university helps reduce barriers to external financing and improves their ability to pursue funding for business development.

Such assistance can be particularly valuable for entrepreneurs with limited personal capital, enabling them to explore alternative financing mechanisms rather than relying solely on household savings.

Connecting Start-ups with Investors Through Business Events

Bukhara State University actively participates in entrepreneurship events that provide emerging businesses with opportunities to establish direct connections with potential investors and financial partners.

During the Business Marathon, held at Somoniylar Park in Bukhara, a university delegation led by Rector Professor Obidjon Khamidov participated alongside students, graduates and aspiring entrepreneurs.

Participants presented their innovative business ideas and start-up projects to experienced entrepreneurs and investors.

The event provided practical guidance on attracting investment, developing business proposals and identifying opportunities for cooperation with financial partners.

By facilitating direct interaction between start-up founders and potential investors, BSU supports the development of professional networks that can improve access to external funding.

These opportunities are relevant to socially sustainable businesses because access to investment can help entrepreneurs establish enterprises, expand operations and create employment opportunities within local communities.

Access to Start-up Competitions and Financial Incentives

Bukhara State University also promotes external entrepreneurship competitions and innovation programmes that provide opportunities for start-up founders to obtain financial assistance.

One example is Techstars Startup Weekend Nukus, scheduled for 26–28 June 2025 with support from UzVC and Hackonnect.

The event offers aspiring entrepreneurs a 54-hour intensive programme involving business idea validation, prototype development, mentoring and investor presentations.

Participants compete for a UZS 30 million prize fund, providing an opportunity for selected start-up teams to obtain financial resources for further business development.

The programme also advertises free dormitory accommodation for the first 25 eligible participants travelling from other regions, helping reduce participation-related expenses.

By disseminating information about such opportunities, BSU helps aspiring entrepreneurs become aware of external funding mechanisms and business development resources.

The financial incentives associated with these programmes can encourage early-stage entrepreneurs to develop innovative business models and pursue commercial opportunities despite limited initial resources.

Facilitating Access to Government-Backed Innovation Support

Bukhara State University strengthens its financial support ecosystem through cooperation with the Innovation Development Agency under the Ministry of Higher Education, Science and Innovation.

During an official meeting between Rector Professor Obidjon Khamidov and representatives of the agency, discussions focused on the commercialisation of scientific developments, support for innovative start-up projects and opportunities to expand cooperation between academia and industry.

The meeting also addressed participation in innovation competitions and mechanisms for obtaining government support for promising projects.

Through this institutional cooperation, BSU seeks to improve the ability of researchers, students and aspiring entrepreneurs to identify financial support opportunities for transforming scientific ideas into commercially viable products and services.

Such partnerships can contribute to the development of socially sustainable businesses by connecting innovation projects with potential funding sources, industry partners and government support mechanisms.

Business Incubation and Reduction of Start-up Development Costs

Bukhara State University's participation in the Bukhara 1 Month Incubation Program, organised by IT Park's regional branch from 1 April to 5 May 2025, also contributes to improving start-ups' financial readiness.

The programme supported 21 selected teams through training in business model development, market validation, prototype creation and investor presentations, with 11 teams reaching the final Demo Day.

By helping participants test business assumptions and develop minimum viable products before committing substantial financial resources, the programme promotes cost-effective entrepreneurship and reduces the risk of unsuccessful investment.

This form of non-financial assistance complements funding opportunities by helping entrepreneurs use available resources more efficiently and prepare for future investment.

For entrepreneurs with limited capital, access to structured incubation and expert guidance can reduce some of the initial costs and uncertainties associated with establishing a business.

Promoting External Funding and Investment Platforms

The university also shares information about external programmes that connect start-up founders with investors and business development organisations.

These include FinTech Pitch Day, organised by United Ventures and Inha University in Tashkent, and the IdeaFit 30 programme offered by the Innovation Development Agency.

FinTech Pitch Day provides opportunities for selected start-ups to present projects to investors, financial institutions, IT companies and potential business partners.

IdeaFit 30 offers a free 30-day online intensive programme for 20 selected participants, including expert mentoring, project evaluation and preparation for business incubation.

Although these initiatives are organised by external institutions, BSU's dissemination of information about them helps broaden awareness of potential investment and business support opportunities.

Access to these programmes may be particularly beneficial for entrepreneurs who cannot afford commercial business training or who have limited connections with investors.

1.4.3 Programmes for services access

Bukhara State University (BSU) is committed to improving access to essential services and promoting social well-being through educational programmes, preventive healthcare initiatives, psychological training, accommodation monitoring and environmental awareness activities. Recognising that access to healthcare information, safe housing, psychological support, education and essential utilities is fundamental to reducing poverty and social inequality, the university implements initiatives that benefit students, employees and members of the wider community.

These programmes aim to strengthen public awareness, develop practical life skills, improve living conditions and support vulnerable groups, including students from economically disadvantaged backgrounds. Through collaboration with government institutions, law enforcement agencies, healthcare-related specialists and community organisations, BSU contributes to the development of a safer, healthier and more inclusive society.

1. Preventive Health Education and Drug Awareness Programmes

Bukhara State University regularly organises preventive education programmes to improve students' access to essential health information and promote healthier lifestyles.

On 26 June, International Day Against Drug Abuse and Illicit Trafficking, the university organised an awareness session entitled “Be Aware of the Dangers of Drug Addiction.”

The event involved university prevention inspectors, who provided students with practical information about the harmful effects of drug use on physical and mental health, family relationships and community well-being.

Through real-life examples and interactive discussions, participants learned about the health and social consequences of substance abuse, preventive measures and the importance of responsible decision-making.

The session also emphasised healthy lifestyles, meaningful recreational activities and the prevention of drug-related offences.

By providing accessible preventive education, BSU helps students develop the knowledge necessary to protect their health and make informed lifestyle choices. Such initiatives are particularly valuable for individuals who may have limited access to specialised health education or preventive information.

2. Promoting Public Health Through Student-Led Awareness Campaigns

In addition to preventive seminars, the university encourages active student participation in public health promotion through educational competitions and creative awareness campaigns.

BSU organised the university stage of the national competition “Youth Against Drug Addiction!”, in accordance with Presidential Decree No. PF-6021 and Ministry Order No. 172.

Student teams from different faculties participated in four categories: essay writing, thematic artwork, short educational videos and socially oriented theatrical performances.

Through these activities, participants explored the consequences of substance abuse, the importance of healthy social environments and the role of young people in preventing harmful behaviour.

The competition strengthened students' health awareness, legal literacy, communication skills and engagement in preventive education.

By encouraging students to communicate public health messages through accessible and creative formats, the university contributes to a culture of prevention and responsible health behaviour.

These initiatives complement formal healthcare services by increasing awareness of health risks and promoting early prevention.

3. Monitoring Accommodation Conditions and Promoting Safe Housing

Bukhara State University recognises that access to safe, hygienic and adequate accommodation is an important component of student welfare and educational continuity.

The university regularly monitors the living conditions of students residing in privately rented accommodation, with particular attention to sanitation, personal safety, available facilities and social well-being.

As part of these activities, First Vice-Rector Akmal Nazarov, together with representatives of the Research Institute of Exact Sciences and Intelligent Engineering Technologies, conducted visits to students living in rented accommodation.

During these visits, university representatives assessed housing conditions, sanitation and hygiene standards, safety arrangements and students' everyday living circumstances.

They also engaged in direct discussions with students, providing practical guidance on maintaining healthy lifestyles, using residential facilities responsibly, observing safety regulations and balancing academic responsibilities with recreational activities.

These assessments help the university identify accommodation-related difficulties and provide an opportunity to refer concerns to relevant university personnel.

For students from low-income households, who may face greater challenges in obtaining suitable accommodation, regular monitoring can contribute to safer living conditions and reduce housing-related risks that may affect academic participation.

4. Improving Access to Student Support Services and Protecting Women's Rights

Bukhara State University implements orientation and support programmes designed to help female students access institutional services, understand their rights and adapt successfully to university life.

At the beginning of the academic year, the university's Department for Women's Affairs organised systematic meetings with first-year female students from the Faculties of Foreign Languages, Economics and Tourism, State Audit and Jurisprudence.

During these sessions, students received information about the activities of the Department for Women's Affairs and the Qizlarjon Club, as well as the university's Code of Ethics, internal regulations and relevant institutional policies.

The meetings also addressed access to quality education, personal safety, healthy lifestyles, legal protection, prevention of harmful behaviour and opportunities for meaningful extracurricular engagement.

University prevention inspectors participated in selected sessions, providing additional guidance on legal rights, public safety and responsible behaviour.

The interactive format allowed students to raise questions and receive advice from university specialists.

These activities improve awareness of available institutional support mechanisms and help students identify appropriate channels for assistance. They are particularly relevant to students from socially or economically vulnerable backgrounds who may require additional guidance in navigating university services.

5. Community Psychological Training and Family Well-being

Bukhara State University extends its educational and psychological support activities beyond the campus through cooperation with public institutions and community organisations.

A psychological seminar-training entitled “Healthy Family – Stable Service, United Community” was organised for employees of correctional institutions and pre-trial detention facilities, together with their spouses.

The event was initiated by the Sixth Regional Coordination Centre of the Penitentiary Department under the Ministry of Internal Affairs of Uzbekistan.

Associate Professor Nozira Musinova, PhD, a psychologist from Bukhara State University's Department for Supporting the Spiritual Development of Youth, participated as a specialist and delivered training on strengthening family relationships, developing mutual trust and respect, maintaining psychological well-being and balancing professional responsibilities with family life.

The programme included interactive discussions, psychological exercises and practical recommendations aimed at improving emotional resilience and family communication.

By making university psychological expertise available to employees and families outside the institution, BSU contributes to wider community access to mental health education and psychosocial support.

Such initiatives can help participants recognise psychological challenges, strengthen family relationships and develop practical coping strategies, thereby supporting personal and social well-being.

6. Promoting Access to Essential Utilities Through Resource Conservation Education

Bukhara State University also conducts environmental awareness programmes that encourage the responsible use of essential resources, particularly water and electricity.

Within university student residences, educational materials and awareness campaigns promote water conservation, energy efficiency and environmentally responsible behaviour.

As part of these activities, informational posters were displayed in dormitory entrances, corridors and other visible locations, encouraging students to adopt practical resource-saving habits.

The campaign emphasised switching off unnecessary lighting and electrical appliances, preventing water wastage, closing taps properly and using available resources efficiently.

Through these initiatives, the university helps students develop everyday practices that can reduce unnecessary utility consumption and associated household expenses.

For students from economically disadvantaged backgrounds, improved resource efficiency may contribute to more affordable living arrangements, particularly where utility costs form part of accommodation expenses.

The programme also promotes broader environmental responsibility and supports sustainable resource management within the university community.
