Transformation of Higher Education, Graduate Employment, and Robotics Achievements Discussed at Bukhara State University

A series of important meetings and review sessions were held at Bukhara State University with the participation of Uktam Salomov, Deputy Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan. The discussions focused on the transformation of higher education, advancement of science and innovation, graduate employment, and the university’s achievements in robotics.

 

During the visit, a meeting was held under the leadership of Rector Obidjon Khamidov with vice-rectors, heads of departments, and administrative units. Participants received a detailed briefing on Presidential Decree No. PF–54 dated April 4, 2026. The decree outlines priority areas such as supporting innovation in higher education and research institutions, commercializing scientific developments, strengthening technology transfer mechanisms, and improving the implementation of research outcomes into production.

 

Particular attention was given to establishing spin-off enterprises within universities and research institutions, ensuring the active participation of faculty, students, and researchers, attracting investors, expanding venture financing, and developing reinvestment mechanisms. It was also noted that tax incentives will be introduced for products based on scientific research, and that the government will partially cover costs related to experimental and pilot projects.

 

Key направления for transforming higher education were also discussed, including the implementation of the “U10 – Advanced Universities of Uzbekistan” program, the creation of scientific clusters, the introduction of incentive systems based on national rankings, attracting international students through the “New Uzbekistan Scholarship” program, and aligning grant allocations with labor market needs.

 

As part of the visit, a meeting was also held with the leadership of the “Kelajakka qadam” center of the National Bank of Uzbekistan and graduating students. The Deputy Minister outlined measures to support youth employment, while bank representatives presented program opportunities and awarded credit vouchers to graduates. The Rector emphasized that graduate employment remains a key priority for the university.

 

The delegation also visited the “RobotsAndMe” robotics center operating within the university. The center was recognized as an emerging leading innovation platform at the national level. Its advanced laboratory equipment, practical training environments, and student-developed robotic systems made a strong impression. Notably, students of the center are prize winners of international robotics competitions.

 

Uktam Salomov highly praised the students’ engineering mindset, creativity, and technological capabilities, highlighting the university’s innovation ecosystem as a model practice. He also provided recommendations on further development, startup support, and commercialization of innovations.

 

At the conclusion of the visit, priority tasks were identified for advancing science, transforming higher education, improving graduate employment, and expanding innovation activities, contributing to strengthening the university’s position both nationally and internationally.
