Anti-corruption Department of Compliance Control

Anti-Corruption Compliance Control Department

The Anti-Corruption Compliance Control Department of Bukhara State University is a structural unit responsible for preventing corruption, implementing the state policy on anti-corruption, and introducing the principles of the "Corruption-Free Sector" project throughout the University.

The Department carries out its activities in accordance with the legislation of the Republic of Uzbekistan, the regulatory legal acts of the Ministry of Higher Education, Science and Innovation, the University Charter, and internal regulatory documents.

Main Responsibilities
  • Implement measures to prevent corruption-related offenses and combat corruption within the University.
  • Ensure the implementation of activities under the "Corruption-Free Sector" project across the University.
  • Introduce, develop and ensure the effective operation of the Compliance Control System.
  • Identify areas with high corruption risks and analyze the causes and conditions that may lead to corruption-related offenses.
  • Conduct anti-corruption reviews of internal regulatory documents and prepare proposals to eliminate corruption risks.
  • Identify, monitor and provide recommendations regarding conflicts of interest among University employees and students.
  • Organize seminars, roundtable discussions, meetings and awareness campaigns aimed at preventing corruption.
  • Strengthen public oversight and conduct anti-corruption monitoring using modern information and communication technologies.
  • Study international best practices in anti-corruption and prepare proposals for implementing advanced approaches within the University.
  • Organize analytical, sociological and scientific research on the state, trends and risk factors of corruption.
Department Functions
  • Monitor compliance with legislation and regulatory documents related to anti-corruption activities.
  • Maintain a register of internal investigations related to corruption cases and prepare analytical reports based on their results.
  • Conduct surveys among academic staff, employees, students and the public to identify corruption risks and carry out continuous monitoring.
  • Submit quarterly reports, as well as reports whenever necessary, to the University administration on the implementation of anti-corruption activities.
  • Establish effective cooperation with the Ministry of Higher Education, Science and Innovation, law enforcement agencies, civil society institutions and parents on anti-corruption matters.
  • Develop draft internal regulations related to the Department's activities, coordinate their implementation and prepare proposals for further improvement.
Main Objective

The primary objective of the Department is to prevent corruption within the University, strengthen the principles of transparency and openness, ensure the effective implementation of the Compliance Control System, and develop a modern governance system based on integrity, legality and accountability.
