Department “Support for the Spiritual Development of Youth”

In accordance with the Resolution of the President of the Republic of Uzbekistan dated August 25, 2006 No. PQ-451, the “Spirituality and Enlightenment” Center was established at the university in 1998.

Hayitov Shodmon Ahadovich was appointed as the head of the Center. Under the leadership of Sh.A. Hayitov, in 1998–1999 methodologists Rajabova Ma’rifat and Gulandom Muqimova worked; in 1999–2001, under the leadership of To‘qsanov Qahramon Rahimboyevich, methodologists Rajabova Ma’rifat and Shoxsanam Davronova worked; in 2001–2004, under the leadership of Ibrohim Sharipovich Rahmatov, Hayotjon Sharipov and Olimjons worked; in 2004–2005, under the leadership of Halima Yahyayevna Hojiyeva, methodologists Hayotjon Sharipov and A’zamjon Jumayev worked; in 2005–2009, under the leadership of Sharipov Hayotjon Safarovich, methodologists A’zamjon Jumayev, Dilafro‘z Boboyeva, and Nigina Muhitdinova carried out their activities.

In accordance with the Ministry’s Order No. 5 of 2003, the “Spirituality and Enlightenment” Center was designated as the “Spirituality and Enlightenment” Department, and since 2007 as the “Spirituality and Enlightenment and Work with Gifted Youth” Department. In 2009–2022, under the leadership of Jumayev A’zamjon Mizrobovich, methodologists Naima Bobojonova, Muhitdinova Nigina Anxorovna, Xaydarov Orifjon Rustamovich, Xodjiyeva Gavhar Ramazonovna, Muxlisov Saidjon Muxitdiyevich, Axmedova Nodira Xakimovna, Radyujabova Shaxnoza Erkinovna, and Mirasheva Nigora Qudratovna worked in the department.

Since 2023, by the decision of the BukhDU Supervisory Board and the order of the university rector, based on the project and proposal of Azizbek Amonov (First Vice-Rector for Youth Affairs and Spiritual-Educational Work – 05.05.2022 – 20.11.2024), it was designated as the Department “Support for the Spiritual Development of Youth.”

The Department consists of: the sector for coordination of club and circle activities (2 staff units – chief specialist and leading specialist); the sector for providing students with accommodation (12 staff units – 1 director of student dormitories, chief specialist, 1 leading specialist, 8 educator-pedagogues, 1 night duty doctor); the sector for coordination of tutor activities (62 staff units: 1 chief specialist, 1 leading specialist, 60 tutors); and 3 staff units (1 female, 2 male) of prevention inspectors. In 2023/2024, Karimov Rustam Abdurasulovich served as the Head of the Department.

Since November 2024, under the leadership of Amonov Azizbek Amonjonovich, the department includes: chief specialist Jumayev A’zamjon Mizrobovich, leading specialists Radjabova Shaxnoza Erkinovna and Mirshayeva Nigora Qudratovna, psychologists Hamdamova Dilbar Ochilovna and Musinova Nozira Mirzadjanovna; in the sector for coordination of club and circle activities – chief specialist Axmedova Nodira Xakimovna and club manager Akmal Afraimov; in the sector for providing students with accommodation – chief specialist Mirali Sharipov Hasan o‘g‘li, 1 dormitory director Vohid Nusratov Himmatovich, 1 leading specialist Alimov Isroil Rahimovich, 1 night duty doctor, 8 educator-pedagogues; in the sector for coordination of tutor activities – chief specialist Xasan Karimovich Bobojonov and 1 leading specialist Nazarov Nurbek Ulugbekovich, 60 tutors, as well as 3 prevention inspectors – Major Shoxnazar Qurbonov, Lieutenant Aziz Gulyamov, and Lieutenant Shaxlo Raxmatova.

Main tasks and functions of the Department

The tasks of the “Department” are:

• to deliver to students the content of Decrees and Resolutions adopted by the President and the Government of the Republic of Uzbekistan;

• to prepare relevant documents and ensure their implementation regarding Decrees, Resolutions, and orders adopted by the President of the Republic of Uzbekistan, the Government of the Republic, and the Ministry devoted to education and upbringing, spirituality and enlightenment, the national idea and ideology of independence;

• to conclude and implement mutually beneficial cooperation agreements in the field of spiritual and educational work between the university and enterprises, organizations, law enforcement agencies, art and cultural institutions, private enterprises and firms;

• to conduct sociological research among students in order to determine their spiritual-moral level and cultural needs and to use the results in educational work;

• to assist in forming a personality with an independent worldview, living on the basis of the great historical heritage of our ancestors and modern thinking, patriotic, humane, aware of national identity, considering national pride and loyalty to one’s nation as the highest duty, able to value such qualities as faith, compassion, purity and honesty and apply them in life, respectful to parents, devoted to family, broad-minded, able to distinguish justice from baseness and good from evil in practice;

• to help students find their place in life, master methods of self-education, personal development, and improvement of their spiritual world;

• to assist students in becoming active fighters against extremist movements threatening independence;

• to implement measures envisaged in the Decrees of the President of the Republic, and the Resolutions of the Oliy Majlis and the Cabinet of Ministers in preparing spiritually mature and highly qualified specialists meeting modern requirements;

• to pay special attention to further improving and increasing the effectiveness of educating student youth in the spirit of deep patriotism, devotion, the national idea and the ideology of independence.

Rights of the “Department”:

• in agreement with the First Vice-Rector for Youth Affairs and Spiritual-Educational Work, to directly involve professors and teachers in events on spirituality and the national idea of independence;

• to nominate for awards active members of working groups formed to promote spiritual-educational work and the national idea of independence among students, as well as professors and students who have won various competitions.

Status of the “Department”:

• in matters of spirituality and enlightenment, the Head of the “Department” is subordinate in his/her work to the Rector and the First Vice-Rector for Youth Affairs and Spiritual-Educational Work.
