In 1933, with the aim of training highly qualified pedagogical personnel, the Department of Pedagogy and Psychology was established at the Bukhara State Pedagogical Institute. The first head of the department was Professor M. Smolensky, who identified the primary focus of the department as the study of the theoretical and experimental foundations of pedagogy and psychology. In 1935, V. Zaborsky was appointed head of the department, followed by Associate Professor V. Norishkin, who led the department from 1941 to 1950. During this period, the department concentrated mainly on educational activities, providing practical support to teachers and public education authorities in organizing the teaching and learning process. Scientific research was limited to writing articles for academic-methodological journals, summarizing advanced pedagogical practices, and publishing materials related to the scientifically grounded organization of the educational process.
Notable department members such as V. Norishkin, N. Shirboev, and N. Khasanov successfully defended their candidate and doctoral dissertations. In the post-war period, the scientific potential of the department grew significantly, both in quantity and quality. Its educational and research activities expanded and improved substantially.

5110900 – Pedagogy and Psychology: Bachelor's degree program. Currently, 99 students are enrolled in this program.
5111700 – Primary Education: Bachelor's degree program. Currently, 535 students are enrolled in this program.
5111800 – Preschool Education: Bachelor's degree program. Currently, 385 students are enrolled in this program.

Scientific and Research Activities
From 1991 to 2025, the department organized 28 national and international scientific-practical conferences. The department also hosts the “Young Pedagogue” student circle and the “Pedagogical Innovations” center. Since 2000, it has been publishing the scientific journal Pedagogical Mastery.
A doctoral program is offered in the specialty 13.00.01 – Theory of Pedagogy and History of Pedagogical Doctrines.
In 2019, student D. Khatamova was awarded the State Scholarship named after Alisher Navoi. In the 2019–2020 academic year, she secured 1st place at the university stage of the “Student of the Year” competition.
In 2020, the winners of the national Pedagogy Olympiad were Sh. Salimova, O. Usmonova, R. Temirov, Sh. Ruziyeva, and Z. Qamarova, taking 1st, 2nd, and 3rd places. In 2021, Y. Saidova took 1st place.
