INSTRUCTION on ensuring the implementation of the letter No. 16/k1 13252 of the Ministry of Higher Education, Science and Innovation dated October 17, 2024

The Department of Digital Educational Technologies of Bukhara State University warns of the following based on the letter of the Ministry of Internal Affairs No. 16/k1-13252 dated October 17, 2024.

The letter emphasizes that recently there have been cases of Internet fraudsters using new methods of committing crimes, and that such crimes are mainly aimed at persons holding high positions in the system of state administration bodies, creating serious threats to the interests of individuals and society by using their open information on the Internet.

The letter also warns of the possibility of opening profiles/accounts in the name of senior officials via the Internet and social networks (mainly the “Telegram” messenger) or hacking into personal pages and giving orders to subordinates for material or non-property benefits.

Based on the ministerial directive, the Department of Digital Education Technologies considers it appropriate to implement the following measures to prevent these negative situations:

First, to warn the University's education administration, all management staff, employees of departments, centers, divisions and units, faculty and department employees and professors about this type of fraud and increase their vigilance:

  • The University uses not to provide logins (profiles/accounts) and passwords for all information systems, keys that allow access to EDS (electronic digital signatures) and similar systems to other persons;
  • when suspicious instructions are given on behalf of a manager or employee, first of all, to inform this person;
  • not to post personal photos and information on profile/account pages on social networks and not to disseminate information related to official secrets there;
  • increase the personal responsibility of managers and employees in preventing them from opening accounts on social networks in their name and committing dishonest acts without their knowledge;
  • regularly check that their information systems, social media pages are not available on other computers or devices, and frequently change their passwords to complex passwords.

Secondly, raise employee awareness of protection against malicious links coming through social media:

  • “subscribe”, “accept a gift”, “vote”, “open only on a computer” and other similar suspicious applications;
  • Take measures to increase the digital literacy of employees by involving the university's information security staff.

Thirdly, take measures to increase the cyber literacy of each employee and form a culture of "cyber hygiene" among them:

  • At least once a year, hold a "cyber culture promotion month" conducting comprehensive promotional activities, involving specialists to explain to employees the technical rules for preventing cyber fraud;
  • informing employees about the latest Internet fraud methods and trends.
