Otayeva Rohilahon Mavlonovna was born on June 16, 1971 in Vobkent district of Bukhara region. He received his secondary education at the 28th comprehensive school of Vobkent district of Bukhara region. In 1991 he entered the Bukhara State University, majoring in Uzbek philology, and in 1996 graduated from the same faculty. From 1994 to 2017 he worked as a teacher of native language and literature at the secondary school No. 28 in Vobkent district of Bukhara region. Since 2017, he has been working as the director of the 28th comprehensive school in Vobkent district of Bukhara region.
