CHAPTER 1 . GENERAL RULES

Article 1 . Relationships regulated by this code.

This Code is the principles, norms, education of pedagogues and other employees, students, doctoral students (hereinafter - employee, student and doctoral student ) of Bukhara State University (hereinafter referred to as the University). regulates relations related to the process and the basic rules of behavior in the service.

Article 2 . Goals and tasks of the code of ethics

The goals of the code of ethics: development of general culture among employees, students and doctoral students; formation of a modern image of university employees, students and doctoral students; to educate employees, students and doctoral students in the spirit of respect for the University and its values; to improve the concept of ethics of the educational institution and to develop a unified approach to the requirements for appearance and behavior in the University. The tasks of the code of ethics are as follows : prevention of delinquency and crime, inappropriate behavior related to violations of the rules of conduct among staff, students and doctoral students, including the promotion and encouragement of violence, cruelty and obscenity, as well as various negative vices and protection from the influence and attacks of ideas and views foreign to our national mentality, extremism, separatism, fundamentalism and "mass culture"; to identify the causes and conditions of the occurrence of these inappropriate behaviors and to eliminate them; educating employees, students and doctoral students in the spirit of high legal awareness, strict adherence to the Constitution, laws and other normative legal documents of the Republic of Uzbekistan; the ability to always respect and protect the rights, freedoms and interests of citizens in employees, students and doctoral students formation and promotion; formation of patriotism, high spiritual and moral qualities in employees, students and doctoral students and their upbringing in the spirit of respect for our national values; formation and development of a healthy social and psychological environment in the university; external appearance of university employees, students and doctoral students creating conditions for the formation of culture; preserving and further increasing the authority and prestige of the University in the life of the state and society, as well as in the educational system.

 

Article 3 . Scope of the Code This Code applies to all employees, students and doctoral students of the University.

 

CHAPTER 2 . PRINCIPLES OF THE CODE

 

Article 4 . The main principles of the behavior of university employees, students and doctoral students.

This Code is based on the principles of legality, the priority of the rights, freedoms and legal interests of citizens, patriotism, loyalty to the duty of service and study, justice, honesty and impartiality, efficiency and economy.

 

Article 5 . The principle of legality
University employees, students and doctoral students strictly comply with the legislation of the Republic of Uzbekistan and fulfill their service and study obligations in accordance with job instructions, employment contracts, the provisions of this Code, the University's internal rules and other educational regulations. perform in accordance with regulatory documents.


Article 6 . The principle of the priority of the rights, freedoms and legal interests of citizens
The rights, freedoms and legal interests of citizens are the highest value of the University. University employees, students and doctoral students do not allow violations of the rights, freedoms and legal interests of citizens and help to restore them in cases of such violations.

 

Article 7 . The principle of patriotism, service and loyalty to the duty of study
University employees, students and doctoral students conduct their studies and service activities based on spiritual and moral values, loyalty to the Motherland, loyalty to the duty of service and study, and the society's demand and trust in the University They do it by expressing. Employees, students and doctoral students perform their duties of study and service with mutual goodwill, regardless of their interests and ideological views.

 

Article 8 . The principle of fairness, honesty and impartiality University employees, students and doctoral students should be fair, honest and impartial in the implementation of their service and study activities and all legal entities and individuals who apply to the University, its sites and social networks they must act based on the requirements of this principle.

 

Article 9 . The principle of efficiency and economy University employees, students and doctoral students constantly increase the efficiency of their work by implementing innovative technologies and in other ways. they approach time responsibly and carefully.

 

CHAPTER 3 . FIGHT AGAINST CORRUPTION

 

Article 10. Non-acceptance of any form and appearance of corruption University employees, students and doctoral students do not accept any form and appearance of corruption and take legal measures in solidarity against its manifestation in any way. to combat and actively contribute to its prevention, as well as to inform about the University's anti-corruption policy and cases of appeals by employees, students, students and doctoral students of Bukhara State University with the aim of inciting them to commit corruption offenses They are obliged to fulfill the requirements of the regulations, conduct their activities transparently and fairly, adhere to high moral values and principles, and strictly observe the rule of law.

 

CHAPTER 4. REQUIREMENTS FOR BEHAVIOR AND OFFICIAL COMMUNICATION OF EMPLOYEES, STUDENTS AND DOCTORAL STUDENTS

 

Article 11. Rules of dress and appearance at the university University employees, students and doctoral students must wear modern clothes suitable for their studies and profession. in clothes that show the body transparently, the shoulders, chest and abdomen, above the knees are exposed and are too tight, as well as with various studs or metal objects on different parts of the body except ears and fingers, on the visible part of the body they are not allowed to come to the University with piercings or tattoos. and shoes. Women who are university employees, students, and doctoral students are not allowed to wear excessive make-up (makeup) and headscarves (except for cases related to the death of loved ones or health issues) .
Students must come to the University in light-colored and non-bright blouses, knee-length skirts or suits, and dark-colored shoes, and must bring the necessary study materials with them.
University employees, students and doctoral students should wear a white, beige, light brown or light gray shirt, classic style trousers or a suit, tie and dark shoes. In this case, students must bring the necessary study materials with them.
Employees, students and doctoral students are prohibited from wearing outerwear (cloaks, coats, jackets, etc. ) in the auditorium and service rooms .
The appearance and clothes of

Article 13 . Adherence to the rules of behavior in the buildings

Article 14 . Official communication norms of employees, students and doctoral students
University employees, students and doctoral students should follow the following official communication norms and rules when interacting with organizations and institutions, mass media and citizens: act in the interests of the University to carry out activities, maintain and improve its image, not to carry out actions that harm the name and interests of the University, its employees, students and doctoral students, as well as by their exemplary behavior when communicating with them and in their correspondence on social networks, highly positive about the University create an impression; not to spread information about the University, its employees, students and doctoral students that are untrue or misinterpreted, that allow for a wrong interpretation, to spread such information not to allow, as well as not to make speeches on this topic in public and on social networks; not to disclose information about the personal life of employees, students and doctoral students without their consent; information about employees, students and doctoral students related to their professional and educational activities not to clarify missing information; to follow the rules of providing service information; to provide the requested information in accordance with the requirements of sufficiency (extremely short and at the same time more than necessary) and reliability (does not require re-checking); not to inappropriately use the information obtained in the course of performing official duties, as well as not to distribute them without the permission of the University management; not to baselessly criticize the activities and professional actions of employees, students and doctoral students in the educational process, public appearances, as well as mass media and not to discuss the activities of the state authorities and management bodies and the activities of the University, its employees in various social networks, and not to evaluate and express opinions about them in an untrue, unfounded and unsubstantiated manner.

 

Article 15. Observance of work and study time Employees, students and doctoral students must come to class and work on time, observe work and study discipline.

 

Article 16. Prohibition of unethical and inappropriate behavior at the University It is strictly forbidden for students and doctoral students to engage in the following unethical and inappropriate behaviors that hinder their studies and the employee's work at the University It is prohibited to:
commit any offense or crime, including defamation, insult; consumption and distribution of narcotic drugs, psychotropic substances and their analogues, alcohol and tobacco products; aggression against peace or tranquility, fighting, gambling and playing other games based on risk; causing material and moral damage to the University that negatively affects its honor; causing physical, moral or material damage to employees, students and doctoral students; pollution in appearance; drinking alcohol and smoking tobacco or other types of products and being intoxicated in the University buildings and yard, as well as in the area adjacent to the University buildings and not less than 500 meters from them, contrary to the appearance and established rules of etiquette arriving with overgrown hair, unshaven, unshaven and not complying with the dress code; storing non-university information on University computers, as well as various motion pictures, illegal information, obscene pictures and films, national, prepare, view, store, distribute and encourage any materials that promote racial, ethnic, religious hatred, extremist, separatist and fundamentalist sentiments; interfere with educational activities and work and the tranquility of employees and students commiting acts that cause harm (unintended use of radio, television, multimedia and sound devices); posting materials that are not typical of universal and national values or that damage the reputation of the University and its employees on the Internet and other social networks, or use various inappropriate materials from them use for the purposes. CHAPTER 5 . ETHICAL OBLIGATIONS OF UNIVERSITY MANAGEMENT AND PROCEDURES FOR AVOIDING CONFLICTS OF INTEREST IN PROFESSIONAL ACTIVITIES

 

Article 17. Responsibilities of the head

CHAPTER 6. REQUIREMENTS FOR THE INTERACTION OF EMPLOYEES, STUDENTS AND DOCTORAL STUDENTS

Article 20. Inadmissibility of academic harassment and pressure

Article 22. Attendance

Article 23. Communicating outside of class time

CHAPTER 7. ETHICAL OBLIGATIONS OF EMPLOYEES, STUDENTS AND DOCTORAL STUDENTS

 

Article 26. Ethical obligations

to report any untoward incident or incident to the University management immediately;

Article 27. Additional requirements related to ethics a) students:

CHAPTER 8. PROCEDURE FOR PROMOTION AND ACTION

 

Article 28. Incentives of employees and students Employees and students

Article 31. Reciprocity of the Code and internal procedures
When employees, students and doctoral students violate the provisions of this Code, the measures specified in Chapter VII of the Internal Procedures of the University (Responsibility for Violation of Work and Study Discipline) shall be applied to them.

 

CHAPTER 9. ORGANIZATION OF THE ETHICS COMMISSION

 

Article 32. Ethical Commission Issues related to the violation of the norms of this Code by employees, students and doctoral students are considered by the Ethical Commission. Also, the Ethical Commission is instructed by the Rector of the University ;
according to the results of the service inspection; on its own initiative; the University considers such issues on the basis of information received from employees, students and doctoral students, as well as through communication channels of the University.
The ethics commission is formed by at least 5 people. The purpose, tasks, functions, rights and other issues related to the organization of the Ethics Commission are defined in the Statute of the Ethics Commission approved by the Rector of the University.
 

Article 33. Conclusion of the Ethics Commission Based on the results of
the review of cases of violations of the Code of Ethics by the Ethics Commission, a conclusion is drawn on the existence (non-existence) of disciplinary or other violations of the rules. At the same time, a proposal is submitted to the Rector of the University for his consideration , to prosecute the offending employee, student and doctoral student. Taking into account the nature of the violation of the allowed rule, the Ethics Commission can be limited to a warning against violation of the Code of Ethics against the employee, student
and doctoral student. The draft order on disciplinary action against an employee, student
and doctoral student who does not comply with the code of conduct is prepared by the deans of the faculty and the graduate department (in relation to students), and the personnel department (in relation to employees and doctoral students). Employees, students and doctoral students have the right to receive information about the violation of the rules they have committed, the process of consideration of the violation of the rules, and to present evidence for self-defense, as well as to appeal the decisions of the University in the prescribed manner.
 

Article 34. Public control
In order to ensure public control over the behavior of an employee, student or doctoral student, cases of non-compliance with this Code are also discussed in the Trade Union Committee, Advisory Councils on Women and Girls' Issues, and the primary organization of the Youth Union of Uzbekistan. practice can be introduced.

 

CHAPTER 10. THE FINAL RULE

Article 35. Entry into force of the Code and amendments and additions to it
This Code shall enter into force upon approval by the University Council, and amendments and additions to it shall be carried out according to the decision of the University Council.
