         The university was established on the basis of the Regulations on the Academic Council of the University, approved by the order of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan dated December 9, 1998 No 345

       In accordance with the Charter of the University, a scientific council chaired by the rector is established to consider the main issues related to the activities of the university.

1. The main task of the Academic Council is to unite the activities of the university community to address the following issues.

Implementation of the National Program of Personnel Training, ensuring the training of high quality bachelors and masters on the basis of modern pedagogical technology and computerization, further development of scientific research, patriotism, citizenship, pride in their homeland, spiritual, educational and cultural features formation

According to the Charter, the Academic Council consists of: Rector (Chairman),

vice-rectors, deans of faculties, directors of independent organizations and branches of the university, heads of specialist departments, as well as representatives of trade unions of students and staff of the university.

Other members of the Academic Council are elected by secret ballot at the general meeting (conference) of the faculty.

The number of members elected to the Academic Council from among the teaching staff is determined by the order of the rector. The Academic Council may include leading scientists and specialists working on specific issues of the university, as well as representatives of foreign universities with interstate and direct contacts.  Period of the office - 5 years.

1. The composition of the Academic Council is approved by the order of the rector of the university. At the beginning of each academic year, new members are elected or included in the charter to replace those who left the Academic Council for various reasons.

2. University Academic Council:

• Review of strict implementation of state educational standards, curricula and programs in accordance with the National Training Program;

• Determines the expediency of establishing joint academic councils with foreign universities:

• Hears reports on the research and spiritual-educational work of the faculties, as well as reports on the activities of lyceums, scientific societies under the university, the results of admission to hears the report of the Admissions Committee, the need of graduates of the national economy, the marketing service on the relationship with the orders;

• Summarizes the major internships of students and makes recommendations for their improvement;

• discusses plans for research, spiritual and educational work and professional development of teaching staff;

• Decisions are made on establishing relations with foreign universities;

• decides on issues related to the opening, closing, change of faculties and departments;

• proposes to open new fields of study (specialization), taking into account the proposals of marketing services;

• consideration of issues of preparation and publication of textbooks, manuals and scientific-methodical literature;

• Conducts competitions for the positions of teachers in accordance with the Regulations on the recruitment of teachers in higher education institutions;

• examines the documents of candidates for the title of professor, associate professor and submits them for approval in the prescribed manner;

• KIXI (Senior Research Fellow) and recommends candidates for independent researchers and other forms of postgraduate education;

• recommends candidates from excellent students and teaching staff for internships in foreign universities through the "Teacher" and "Hope" funds;

• hears reports from the head on the activities of small businesses, firms and courses in the field of educational services;

• Recommends graduates of this university to KIXI (Senior Research Fellow) and Independent Researchers;

• Recommends scholarships for outstanding university students and candidates for KIXI (Senior Research Fellow) and Independent Researchers;

• Hear reports of deans of faculties on relations with graduates and alumni of KIXI (senior researcher), develops measures for further improvement of training;

• In collaboration with the Healthy Generation Foundation, develops measures to improve the physical education of students and their health

identifies measures to improve the safety and health of students and staff of the university;

• approves the current (annual) plans for the development of the university and hears the results of financial and economic activities;

• discusses drafts of professional development plans of higher education specialists, hears reports of heads of advanced training networks of higher education institutions.

1. The Academic Council carries out its work in accordance with the plan developed for each academic year. The plan of the Academic Council is approved by the Rector of the University after consideration by the Academic Council.

2. Decisions of the Academic Council on all issues of academic and research work are made by open voting by a majority vote. Competitions for the positions of faculty members are accepted in the prescribed manner by nominations for the award of academic titles of professors and associate professors and by secret ballot.

3. Decisions of the Academic Council come into force after approval by the Rector of the University.

4. The meeting of the Academic Council is recorded in the minutes. Protocols are signed by the Chairman and Scientific Secretary of the Academic Council.

5. The Chairman of the Academic Council regularly organizes inspections of the implementation of the decisions of the Academic Council and informs the members of the Academic Council on the implementation of the decisions.
