Based on the Regulation on the Council of a Higher Education Institution approved by the relevant order of the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan, the Council of Bukhara State University was established and is currently carrying out its activities. The term of office of the Council is five years.
Meetings of the University Council have been held since April 1, 2019 under the leadership of Doctor of Economic Sciences (DSc), Professor O.X. Khamidov. In the 2024–2025 academic year, the Council consists of 73 members approved by the University Council.
The composition of the Council is reviewed at the beginning of each academic year, and new members are elected according to their official duties.
Currently, the Council includes the University Rector, Vice-Rectors, Faculty Deans, Heads of Departments, Heads of Divisions, the Director of the Regional Center for Retraining and Advanced Training of Pedagogical Staff, the Chairperson of the Employees’ Trade Union Committee, Principal Investigators of State Scientific and Technical Grants, distinguished professors and associate professors, as well as one student.

The main task of the University Council is to unite the efforts of the team of Bukhara State University. At its first meeting, the Council approved its annual work plan and composition. The University Council is a permanently functioning supreme collegial body and operates on the basis of the Constitution and laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, decisions and orders of the Board of the Ministry of Higher and Secondary Specialized Education, the Regulation on Higher Education, the Charter of Bukhara State Pedagogical University, and this Regulation.
The Council carries out its activities on the principles of legality, transparency, independence, free expression of opinions, a combination of collegiality and sole leadership, and consideration of collective opinion.
At Council meetings, the following issues are considered:
organizational matters related to coordinating the activities of the Council;
issues to be reviewed at meetings of the University Academic Council;
various other matters.
In particular:
effective organization of educational, methodological, scientific and other activities aimed at training qualified pedagogical personnel for all sectors of the education system;
satisfying the intellectual, cultural, and spiritual-moral needs of individuals through pedagogical education, and meeting the state and society’s demand for highly educated, qualified specialists and highly qualified scientific and pedagogical personnel;
training of scientific and scientific-pedagogical personnel, and conducting fundamental and scientific research;
ensuring the implementation at the university of regulatory legal documents, state programs, annual plans, and decisions and orders of the Ministry of Higher and Secondary Specialized Education Board;
strengthening executive discipline and increasing the personal responsibility of university leaders and employees in ensuring the timely and high-quality performance of official duties;
retraining pedagogical staff and improving their qualifications;
developing and implementing necessary measures based on relevant regulatory legal documents concerning spiritual and educational, instructional-methodological, upbringing, and scientific research activities;
hearing reports of the rector, vice-rectors, faculty deans, heads of departments, and heads of divisions on the fulfillment of tasks assigned to the university;
reviewing the scope of authority and procedures of activities of vice-rectors, university divisions, faculties, and departments;
resolving issues such as recommending candidates to the Higher Attestation Commission of the Republic of Uzbekistan for the academic titles of Professor and Associate Professor.
The Council has the right to consider other matters within the authority of the university that are related to its activities and require collegial discussion.
More than 50 textbooks and over 120 teaching manuals reviewed by the University Council and submitted for discussion to the Coordinating Council for the Publication of Textbooks and Teaching Manuals under the Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan have been published.
In accordance with the Regulation “On the Procedure for Hiring Pedagogical Staff in Higher Educational Institutions” and the Ministry’s Order No. 319 dated August 29, 2015 “On Ensuring the Implementation of the Resolution No. 246 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 25, 2015 ‘On Introducing Amendments and Additions to Certain Decisions of the Government of the Republic of Uzbekistan Related to Improving the Efficiency and Quality of Pedagogical Activities’,” competitions for filling pedagogical staff positions are regularly held by the University Council.
During the 2020–2024 academic years, the University Council reviewed the documents of more than 250 applicants who applied to the Higher Attestation Commission of the Republic of Uzbekistan for the academic titles of Professor and Associate Professor and provided recommendations. Currently, they have been approved by the Higher Attestation Commission for the academic titles of Associate Professor and Professor.
At meetings of the University Academic Council, the dissertation topics and scientific advisors of independent researchers and doctoral candidates are discussed and approved.
At Council meetings, the annual reports of vice-rectors, the Educational and Methodological Department, and other divisions are reviewed.
N. Shukrillayev, Sh. Axmedova, S. Abdullayev, Sh. Sulaymonov, B. Jo’rayeva, S. Nazarova, N. Raximov, X. Toshov, S. Hojiyev, S. Xudoyev and others have served as secretaries of the University Council at various times.
Since August 20, 2020, Doctor of Pedagogical Sciences (DSc), Professor Dilova Nargiza Gaybullayevna has been serving as the Secretary of the Council of Bukhara State University.
