Today, an important meeting was held at Bukhara State University with the participation of Uktam Salomov, Deputy Minister of Higher Education, Science and Innovation of the Republic of Uzbekistan. The meeting, chaired by the Rector of the university, brought together vice-rectors, heads of departments, and division leaders.
During the meeting, a detailed explanation was provided regarding the essence and significance of Presidential Decree No. PF–54, dated April 4, 2026. It was emphasized that the decree identifies as priority tasks the support of innovative activities in higher education and research institutions, the commercialization of scientific developments, the advancement of technology transfer mechanisms, and the improvement of processes for introducing research outcomes into production.
In particular, it was noted that higher education and research institutions will now be able to establish spin-off enterprises. These enterprises are expected to ensure the active participation of faculty members, students, and researchers, while also expanding mechanisms for attracting investors, venture financing, and reinvestment. In addition, tax incentives will be introduced for products developed on the basis of scientific research, and a mechanism will be launched for the state to partially cover the costs of pilot testing and experimental work.
The meeting also addressed priority areas for transforming the higher education system, including granting leading universities the status of national research universities within the framework of the “U10 – Advanced Universities of Uzbekistan” program, establishing scientific clusters, introducing a system of incentives for universities based on national rankings, attracting international students through the “New Uzbekistan Scholarship” program, and taking labor market needs into account when allocating grants by fields of study.
At the same time, proposals and initiatives related to ensuring graduate employment under the “Kelajakka qadam” program, involving graduates more broadly in entrepreneurial activity, and supporting innovative projects were also discussed.
At the conclusion of the meeting, priority objectives for the development of science and the transformation of higher education were defined.
