Integration of Education and Industry — A Reliable Way to Ensure Youth Employment

On August 8, 2025, under the chairmanship of the President of the Republic of Uzbekistan, Shavkat Mirziyoyev, an extended meeting was held dedicated to the employment of university graduates, ensuring youth employment, and radically improving the system of personnel training.

At the meeting, it was noted that although the coverage of higher education has significantly increased in recent years, there is still a shortage of specialists in certain fields. In particular, thousands of highly qualified personnel are needed for strategic sectors such as automotive, gas-chemical, energy, chemical, pharmaceutical, engineering, and other industries.

The Head of Government emphasized the need to align education with the real needs of the economy, accelerate the “sector–enterprise–university” chain, and expand effective practices such as opening department branches at production enterprises. At the meeting, the successful integration of education and production in the oil and gas and other industries, using the example of Bukhara Technical University, was particularly highlighted.

In addition, a new system for evaluating university performance was introduced. From now on, graduate employment will account for 40 points, research activities based on sectoral orders - 30 points, international publications and scientific potential - 20 points, and grant attraction - 10 points. Funding will be allocated accordingly. This system encourages universities to work for results and increases the accountability of rectors.

The president outlined clear directions for employing 92,000 graduates. These include admission to master’s programs and second specialties, job opportunities that do not require work experience, business incubators, and preferential loans, as well as the creation of thousands of new jobs across various sectors.

The Bukhara State University community fully supports these reforms and is ready to actively participate in their practical implementation. We have already launched several initiatives in the field of education and industry integration. For instance, in recent years, educational-production projects organized in cooperation with local enterprises through the cluster method have enabled hundreds of our graduates to secure jobs in their specialties.

The tasks defined by our president, adapting educational programs to the needs of investment projects, ensuring guaranteed employment for graduates, and evaluating universities based on a results-oriented rating system, will serve to enhance the quality of higher education and ensure youth employment.

As emphasized by the president, the task of the higher education system is not only to impart knowledge but also to prepare young people for independent life, the labor market, and modern professional requirements. The Bukhara State University community embraces this approach as its strategic mission. We deeply recognize our responsibility not only for the current but also for the future employment and success of our youth.
